What actually decides this

This page fixes the machine at exactly 2 vCPU and 4 GB, then groups records by normalized US, UK, and EU tags. Within each geography it keeps the lowest monthly record per vendor. That produces eight US representatives, four UK representatives, and nine EU representatives. The UK is separate: a UK tag does not satisfy the EU predicate, and an EU tag does not imply UK availability.

Price needs bundle parity. A row that excludes storage or public IPv4 is not directly comparable with a bundled row, even when its compute figure is lower. In the EU-only set, the cheapest row can also be IPv6-only. Add the current recorded address charge before ranking any candidate that requires dedicated public IPv4.

The normalized tags are useful filters, not residency receipts. They do not identify an exact city or country, prove current capacity, or show that every service and VM family is available there. Microsoft documents that Azure service availability varies with region type and service category. Similar checks are required for the exact provider product, especially when the workload needs availability zones, managed databases, GPUs, private connectivity, or a regulated data boundary.

Apply hard constraints before price. First name the legal residency boundary, user latency target, required services, failure-domain count, and acceptable support location. Then require the exact plan, image, storage, and networking components in that location. Compare the completed regional total, not a global base price. If a record has only a broad region tag or excludes disk and IPv4, keep those gaps visible. A slightly higher bundled row can be cheaper than assembling the missing parts, and a cheap region is irrelevant when the required service is unavailable.
