What every free tier actually limits is the page that compares these on the terms that decide them: what sleeps, what expires, what needs a card.

Why the cheapest row is often not the cheapest bill

Three charges decide a VPS invoice and none of them appears on the plan card that sold it to you.

The IPv4 address. Several providers stopped bundling a routable IPv4 and now bill it separately, which on a $4 plan is a material fraction of the price. We hold a separate IPv4 charge on 112 plans here. If a plan is IPv6-only and your workload needs v4, the advertised price is not the price you pay.

Egress once the allowance runs out, and it is not always a charge. Some providers bill per GB and the rates differ by more than an order of magnitude, so a plan with a low monthly price and an expensive overage loses to a dearer plan the moment you serve real traffic. Others do not bill at all: 91 plans here answer an exhausted quota by throttling the network interface rather than invoicing you, which is a very different problem and one no price column can show. "Unlimited transfer" that drops to 10 Mbit/s is not unlimited. We separate the three cases (billed, throttled, stopped) because a buyer choosing on price alone finds out which one applies to them only when it happens. That is also why the main comparison prices a workload rather than a plan, and why the high-egress preset there reorders the table completely.

What a promotional price renews at. 33 plans in this table are first-term prices. We show the renewal beside each one because a comparison that ranks on a price you will pay for twelve months and then lose is not a comparison, it is an advertisement. Where we could not find the renewal figure, the plan is not shown as promotional at all rather than being shown misleadingly.

What this table will not tell you

Whether the CPU is any good. Two plans with identical vCPU and RAM can differ substantially in real throughput, and a shared core is not a dedicated one. We record the CPU class where the vendor states it, but we do not yet run benchmarks, so treat equal specs as equal claims rather than equal machines.

Whether the plan is in stock right now. Explicitly unavailable plans do not enter the ranking. 67 price-ranked offers still have unknown orderability, and say so in their row. The date we checked a source is not a promise that stock is unchanged.

Whether it suits your workload. This dataset knows what a provider charges. It does not know whether a plan supports your runtime, your persistent disk behaviour or your private networking. Here is how we make money, and here is every formula behind these numbers.
