The rule, stated before the list

UpCloud Premium fixed VPS records for which compute, included storage, public IPv4, Windows template support, per-core Windows Server Standard licence price, and FX inputs are all known.

A plan reaches the table below only if all of this is true of it:

  • It is a VPS plan.
  • It is an UpCloud Premium fixed plan, the only range in this dataset with a published per-core Windows Server licence price beside the compute price.
  • The vendor publishes a monthly price for it.
  • Its vCPU count is published and above zero, because the Windows licence is charged per core.
  • Its included storage is published and above zero.
  • A public IPv4 address is included in the plan rather than billed separately.
  • The licence converts at the single euro-to-dollar rate recorded with this snapshot, 1.1377, so the total can be recomputed exactly.

Caveats and plans that just miss

These came close enough to be worth knowing about. Some meet the broad rule above but fail a narrower use-case check; the failed column names that distinction. Publishing those exclusions makes it possible to tell a deliberate caveat from a plan nobody evaluated.

What actually decides this

A Windows comparison cannot reuse the Linux number and add a vague warning. The licence is part of the executable price. This dataset supports one defensible join: UpCloud Premium fixed plans include storage and public IPv4, UpCloud publishes a per-core Windows Server Standard charge, and the bundle carries a dated exchange-rate receipt. The current table can therefore calculate compute plus licence without copying a price into prose.

The result is narrow, not comprehensive. Read the current compute figure from the qualifying row, then add the published Standard licence charge for each vCPU using the dated exchange rate. Backups, taxes, Remote Desktop Services rights, SQL Server, and other commercial software remain outside that total. A low-core, high-memory shape can be rational for Windows because RAM does not increase this provider's per-core licence charge.

The near-misses explain why the rest must stay out. DigitalOcean explicitly does not support Windows Droplets. Hetzner does not sell a Windows Cloud image in the captured terms. Vultr supports Windows but its current size-based surcharge is missing. The Azure B-series rows are Linux consumption meters, not Windows prices. Treating any of those base prices as a Windows total would make an unknown look cheap.

First decide the exact operating system edition, application licensing, Remote Desktop use, and whether existing licences have valid cloud rights. Microsoft applies eligibility and minimum-core rules to Azure Hybrid Benefit, so a small VM does not imply a proportionally small bring-your-own-licence allocation. If provider licensing applies, add it before ranking. If bring-your-own rights apply, record the programme and term. Until more vendor schedules are structured, the honest output is one priced vendor plus explicit exclusions, not a market-wide cheapest claim.
